When your bank needs an additional source of short-term liquidity, your BankIn Minnesota membership gives you access to a uniquely powerful resource: independent community banks ready to put their collective strength to work for one another.
The BankIn Minnesota Liquidity Network connects participating member banks with available liquidity to members that may have emergency or short-term funding needs.
Established in 2009, the Liquidity Network gives your bank another potential funding source to incorporate into it Contingency Funding Plan – at no additional cost.
How the Liquidity Network Works
BankIn Minnesota serves as the communication link between participating banks. When a member bank has a funding need, BankIn distributes the request to Liquidity Network contacts, allowing participating banks with available liquidity to respond.
Participation does not obligate a bank to provide funding or respond to a request. Any funding terms, pricing, documentation, and other conditions are negotiated directly between the participating banks.
Community banks across Minnesota participate in the Liquidity Network, creating a substantial member-to-member resource for liquidity planning.
Tested and Ready
BankIn tests the Liquidity Network at least annually to evaluate its effectiveness as a potential funding source and validate the availability of funds among participating banks.
During the November 2025 test, the request assumed a bank seeking funding was less than well-capitalized and subject to FDIC rate caps, with an offer of 4.50% APY on a 30-day certificate of deposit.

Plan for Realistic Funding Timing
While Liquidity Network responses can come quickly, a response does not mean funds are immediately available. Participating banks still need time to open CDs, transfer funds, and complete the necessary documentation and processing.
When incorporating the Liquidity Network into your Contingency Funding Plan, consider both the amount of funding your bank could reasonably expect to access and the time required to complete the transaction. This provides a more realistic assessment of where the Network fits within your overall liquidity strategy.
Keep Your Contacts Current
BankIn Minnesota maintains the Liquidity Network contact list and distributes liquidity requests to the primary and secondary contacts provided by participating banks.
Keeping those contacts current helps ensure your bank receives Liquidity Network communications and can respond when appropriate.
