Minnesota community bankers meet with Rep. Dave Baker in St. Paul.

Key Issues

BankIn Minnesota focuses on the state and federal policy issues that have the greatest impact on community banks' ability to serve their customers, support local economies, and remain strong, independent institutions.

The issues may change from one legislative session to the next, but the focus remains consistent: advancing practical policies that recognize the community banking model and the important role local banks play across Minnesota.

A Competitive Environment

Keep community banks strong, independent, and able to compete.

Community banks operate in a financial services marketplace where different institutions can face very different tax and regulatory structures. BankIn Minnesota advocates for policies that promote fair competition and allow community banks to keep more capital working in the communities they serve.

That includes tax policy that supports community bank lending and investment, as well as broader policies that recognize the value of locally owned, relationship-based financial institutions.

Practical, Proportionate Regulation

Rules should reflect how community banks actually operate.

Community banks should not face unnecessary requirements, liability, or compliance burdens that do little to improve outcomes for their customers. BankIn works with lawmakers and regulators to identify unintended consequences and advocate for practical approaches that protect consumers while recognizing the size, complexity, and relationship-based model of community banks.

Sometimes that means supporting legislation. Sometimes it means seeking changes before a proposal moves forward. And sometimes it means opposing requirements that simply don’t work for community banks.

Current Priority

Community Bank Tax Relief

BankIn continues to advance community bank tax relief in Minnesota, building on progress made during the 2026 legislative session.

Local Lending + Economic Growth

Protect the ability to put local dollars to work locally.

Community banks finance the businesses, farms, homes, and projects that keep Minnesota communities moving forward. BankIn advocates for policies that preserve access to credit, strengthen local lending, and support the economic vitality of communities across the state.

That means considering more than how a policy affects a bank. It means asking what it could mean for the small business seeking capital, the farmer financing an operation, the family buying a home, or the community relying on a strong local economy.

Sound Financial Services Policy

Help shape policy as banking continues to evolve.

Banking policy doesn’t stand still. New technologies, products, consumer protections, and financial service models continually raise questions about how laws and regulations should evolve.

BankIn brings the community bank perspective to those conversations, advocating for policies that protect consumers, support responsible innovation, preserve a safe and competitive financial system, and remain workable for the institutions expected to implement them.

Community Banking Has a Seat at the Table

Legislation and regulation can change quickly. BankIn Minnesota stays engaged throughout the year – evaluating proposals, working with policymakers, and speaking up when an issue could affect community banks or the people and communities they serve.

But the strongest advocacy includes bankers themselves. Your experience helps policymakers understand what proposed policies mean beyond the Capitol.
